Bowles was cofounder of the New York advertising firm, Benton and Bowles. A Democrat, he served Connecticut as Governor (1949-1951) and Representative in Congress (1959-1961). He was Ambassador to India and Nepal under President Truman (1951-1953) and Ambassador to India again for President Kennedy (1963-1969). He also served JFK as special representative and advisor (1961-1963).
